And yes, the lack of canon details surrounding Horatio's family is mildly irritating, hence why I point out an average of once a month how season 5 should be telling me things involving Horatio's past in New York. Anyway, the original OS biography listed his year of birth as 1960, and while admittedly OS biographies tend to be worthless...it was something. And then there was the ep in season 1 where he was asking about bullet caliber and Calleigh answered with "how old are you?" (45).
I always thought he'd been born and raised in Miami and later moved to New York, or at least that's how I worked it out in my head in an attempt to connect what few canon details there were with what was on the OS. Which...I already established was somewhat worthless, so um, never mind.
You know what, you should do absolutely whatever you want. When a particular fic is well-written enough, I tend to consider it canon until the show specifically contradicts me. And even then, fans sometimes do a better job with backstory than the official writers.

...ack. I give up. I think the 1999 date was indirectly derived; it was listed somewhere that Madison was 4 when she was introduced in "Big Brother", and since she was born shortly after Ray died, and the episode aired in 2003 (and I'm assuming that the year it airs corresponds to the year it takes place), I figured Ray'd died around 1999-ish. But apparently not.
And the 1960 birth date makes much more sense (and makes me feel less icky), so I'm going with that. Wikipedia is lying to me. *growls*
I tend to think that he grew up in New York simply because New York City spawns detectives. :) I think I like your explanation better - if he's never lived anywhere but New York, he's got no reason to head to Miami once he leaves - but by this point there's so much of his life to keep track of that I'd rather keep him in one place as much as possible. It just makes things easier.
You know, up until now it hadn't even occurred to me to check the site biography. I'd checked the site's episode summaries, but not the bios. That might help.

See, I kind of liked the mystery and the slow reveal until I had to write about it.
