I'd watched a ton of Three, and thereby Jo, before I finally came across Claws of Axos, and...man if Claws of Axos is not very good at being indicative of the Jo character. She does some lovely sneaking about and bitching out that guy for being a stupid asshole at the beginning, but other than that, she's mostly in the background, wailing a bit. And...wtf. I think she does more screaming in that one episode than I've ever seen her do EVER in any of the other serials combined. Not to say there's inherently anything wrong with screaming in fright, its just that it isn't her, and also there was the fact that nobody other than the Master and the Doctor had much else to do in that episode. So she just kind of looked like a prop but for a bit at the beginning and some sweet moments she had with Three. And when you know Jo, you know DAMN WELL she ain't no prop.

To be fair to her, I'd probably be screaming if a giant tentacly pink thing crawled out of the walls at me too. But...still. That was all she had to do in this story. It felt like a waste of her character.

And yes, Jo's proven 100% more kickass in the other serials, so my mistake has been corrected. :D
