...and that makes even less sense to me, because, like you said, what would some other Time Lord want with all those clothes? Aaah. *shrugs*

I...have no idea who is responsible for the Technicolor Dreamcoat. I would imagine it is some far off future society that has evolved beyond language and communicates in colors and fabric patterns; the coat is actually a beautiful retelling of one of that planet's oldest and most complex heroic myths. Unfortunately, this is lost on anyone else looking at it.

I think he nicked it from that Carnival of Monsters guy.

Personally, I think one of my favorite outfits was his lovely white tee in The Silurians. Totally redeemed that episode from its hideous soundtrack.

Hee hee, I am so very tempted to make a cheap gag re: the Outfit That Wasn't in Spearhead from Space, but it is late and I am punchy and cannot think of any. Feel free to insert your favorite joke to that effect here.

And I forgot to mention it in the other comment, so: I find that, the more of this season I watch, the more accustomed I'm getting to the green outfit. I like it much better in Carnival of Monsters, when it's paired with the kickyboots, but overall I think I just had to get over the WHY IS THERE NOTHING RED ON THIS OUTFIT trauma transition. :D
